Delivering the Hoover Dam Bypass – Cradle-to-Grave Project Management Strategies
This Hoover Bypass includes eight separate bridges leading up to and including the centerpiece twin Rib Arches spanning 1060 ft, and nearly 900 feet above the Colorado River. The remaining portions of the structure are scheduled for completion by the summer of 2010, with full opening of the larger bypass in fall 2010. The $240 million Bypass Project remains on original budget without dispute or claim.
All aspects of the Colorado River Bridge and the broader bypass were planned and developed with construction management and quality outcomes as the foremost driver. Dave’s discussion will focus on best practices and lessons learned throughout the project development and construction management life cycle. Major bridge projects throughout the world have a mixed record in terms of fiscal viability, budget predictability, and on budget completion. These concerns then further stifle public, political, and practical willingness to embark on similar major bridge and tunnel projects. The lessons learned on the Hoover Dam Bypass demonstrate that collaboratively, with industries best and brightest, major structures can in fact be delivered in a cost effective and strategic way that ensures quality while retaining budget fixity. F. Dave Zanetell, PE, PMP, is the Project Manager on the $240 million Hoover Dam Bypass. In 2007, Dave was also appointed to serve as the Director of Engineering for the Central Federal Lands Highway Division (CFL) of the Federal Highway Administration (FHWA).

Brian Flora, CSM, ITIL v3 Expert, Brian is a results-oriented Information Technology professional with over 12 years experience in driving technology solutions to business, financial, and logistical issues within rapidly changing environments. He is experienced in Business Continuity Planning with an emphasis on Enterprise Storage and Internet technologies. Brian is a member of the MIT Enterprise Forum in San Diego and a founding member of the International Institute for Business Analysis (IIBA) chapter in San Diego. He attended the W.P. Carey School of Business at Arizona State University and is a Certified Scrum Master, ITIL v3 Expert, ITIL v2 Service Manager, and ISEB accredited Master ITSM Instructor. Brian actively competes in running and triathlon events and is a member of Tri Club San Diego.

Elden Jones, MSPM, PMP, CMII, is a highly educated and organized professional with more than 20 years of project management experience. He has contributed to PMI in a variety of capacities, both at the chapter and national levels. Elden led development efforts for a PMI Practice Standard on Project Configuration Management and was appointed as the Project Lead. This standard was incorporated into The Guide to the Project Management Body of Knowledge (PMBOK). Elden also served on the Project Lead Team for the PMBOK® Guide 2004 Update Project and was designated as the Configuration Manager for that project. In addition, Elden assisted in the development of the Virtual Community for Configuration Management within PMI (2007).

Any project at any organization with any team can fail. However, projects never go from being well-managed, on-budget and on-schedule to outright failure overnight. There is always a transition period during which time the project is “troubled.” It is during this time that a window of opportunity exists in which the project can potentially be rescued, and is likely the last chance to save the project.
This course will give project managers an overview of the knowledge and tools needed to quickly and accurately assess the current status and root causes of problems, decide the most appropriate course of action, and plan and execute that decision. Through instruction, discussions of real experiences and hands on exercises, project managers will gain insight into why projects fail and how to recognize the symptoms of troubled projects. Participants will learn how to effectively and efficiently plan and execute the entire project rescue process, including assessment, project decision, and recovery or termination.

Kugan Panchadsaram, PE, PMP, has over 30 years of project management and project control experience.
